Primary Purpose:

 

Articulate the vision for and provide leadership to the district’s instructional program by guiding, directing, evaluating, and monitoring the delivery of instructional services to students.  Provide counsel, focus support, deliver services, and provide assistance to other staff members and other divisions of the district through the Curriculum and Instruction departments.  Actualize the goals of the Board of Trustees and the Superintendent.

 

Oversee implementation of curriculum resources, federal programs, research, educational partnerships, evaluation, and testing services for the district.

 

Implement state and federally mandated student assessment programs and analyze and interpret results to identify student performance trends.

 

Qualifications:

Education/Certification:

Master’s degree in education administration and/or curriculum and instruction  

Doctorate preferred

Superintendent certificate preferred

Valid Texas teacher’s certificate and appropriate administrator’s certificate

Ability to manage and coordinate diverse district functions through subordinate staff

Thorough knowledge of curriculum and instruction

Knowledge of the state testing program and accountability system

Ability to use student test data systems

Ability to perform statistical analysis

Ability to evaluate instructional programs and teaching effectiveness

Ability to manage budget and personnel

Ability to implement policy and procedures

Ability to interpret data, analyze trends, and anticipate and plan for future needs

Exceptional communication, public relations, and interpersonal skills

 

 

Experience:

Three years successful experience as a classroom teacher

Successful experience in a district level instructional leadership role

Principal experience preferred

 

Major Responsibilities and Duties:

 

School Morale

1.      Makes decisions related to instruction, supervision, and curriculum based upon findings from climate, student achievement data, and organizational assessment.

2.      Demonstrates high expectations and high regard for supervised staff.

3.      Collaborates with administrators and teaching staff in developing the mission of the school and articulating a vision directed toward school improvement.

4.      Establishes and implements instructional goals and objectives, involving content coordinators, specialists, teachers, parents, and/or students, when appropriate.

5.      Develops and/or utilizes communication channels with staff, students, parents, and the community on the basis of equality and mutual respect.

6.      Demonstrates skills in conflict resolution with administrators, parents, teachers, staff, and/or the community.

7.      Emphasizes to teachers their role as decision makers and actively seeks to enable them in this role.

 

School Improvement

8.      Systematically monitors program activities; uses evaluative findings to determine the quality of outcomes related to programs and services.

9.      Demonstrates appropriate use of student achievement data in interpreting, reporting, and acting on results.

10.  Annually develops, reviews, and revises the District Improvement plan. Coordinates and assists campuses in developing and monitoring of campus improvement plans.

 

Instructional Management

 

11.  Directs coordination of the Pre-K through 12 instructional program. Oversees the coordination of specialized programs such as special education, 504, and Dyslexia.

12.  Provides for development and implementation of short and long range plans for achieving instructional goals and objectives, and recommends such plans to the Superintendent.

13.  Identifies, analyzes, and applies the findings of research to facilitate curricular and instructional improvement.

14.  Utilizes knowledge of curriculum content and the curriculum development process to facilitate teacher development of appropriate learning experiences for pupils.

15.  Collaboratively plans, implements, and evaluates Texas Essential Knowledge and Skills-based instructional programs with content coordinators, teachers and principals, including learning objectives, instructional strategies, and assessment techniques.

16.  Conducts systematic review and evaluation of district curriculum, and accordingly develops, maintains, and revises curriculum documents in curriculum areas supervised.

17.  Encourages and supports development of innovative instructional programs, helping teachers to pilot such efforts, when appropriate.

18.  Provide procedures for the evaluation, selection and acquisition of materials and equipment needs of the district.

19.  Demonstrates skill in evaluation and selection of instructional materials, involving teachers, coordinators, and administrators in the process.

20.  Collaborates with school staff in appropriate scheduling of instructional activities.

21.  Facilitates the planning and application of emerging technologies in the classroom.

 

Personnel Management

 

22.  Develops and implements, with the approval of the Superintendent and the collaboration of the other Assistant Superintendents, the type of organization needed to accomplish the district’s goals, objectives, and programs.

23.  Effectively utilizes the district’s appraisal system with other staff members.

24.  Conferences regularly with supervised staff; jointly develops growth plans and supports individual professional development activities.

25.  Demonstrates skill in “coaching” staff, provides technical assistance to principals, teachers and staff concerning the teaching/learning process, and encourages improved overall performance.

26.  Provides instructional resources and curriculum materials to supervised staff within the limits of available resources.

27.  Secures consultants, specialists, and other community resources for principals and supervised instructional staff, as needed.

28.  Provides for professional staff development programs, utilizing the mission of the school district, program evaluation outcomes, teacher input, and other identified needs.

 

Administration and fiscal/facilities management

 

29.  Attends Board meetings and prepares such reports for the Board as the Superintendent may request.

30.  Implements the policies established by federal law, state law, board of education rule, and the local board policy in the areas supervised.

31.  Performs delegated management duties.

32.  Defines the program and fiscal needs in the budget development process, ensuring that fiscal resources address the mission of the school district.

33.  Demonstrates responsible fiscal control over assigned program budgets.

34.  Analyzes facility and equipment needs for optimum teaching and learning; utilizes information to make necessary changes or adjustments.

35.  Analyzes federally funded programs and makes plans for their implementation.

36.  Works cooperatively with leaders of other administrative departments in integrating and coordinating individual efforts into a unified program for the district.

 

Student Management

 

37.  Understands the relationship between pupil / personnel services and the instructional areas supervised.

 

Professional Growth and Development

 

38.  Utilizes information provided through formal and informal assessment data and a professional growth plan to improve professional skills and knowledge.

39.  Participates in professional development programs to improve job performance.

40.  Actively seeks and utilizes evaluative feedback from peers and subordinates regarding his / her performance.

41.  Plans and coordinates effective Leadership Team Meeting agendas.

42.  Develops, uses, and evaluates ideas and / or innovative approaches to improve his / her performance.

43.  Participates in professional organizations, disseminates ideas and information to other professionals, and provides leadership in identifying trends and opportunities, as well as solving problems facing the profession.

School/Community Relations

 

46.  Involves students, parents, and others from the community in serving the school’s program as volunteers, advisors, and aides.

47.  Communicates district curriculum, instructional practices, accomplishments, goals, and new directions to parents and the larger community; solicits their input on these instructional issues.

48.  Effectively utilizes the mass media to articulate the district’s instructional philosophy and curriculum implementation strategies.

49.  Understands the mission of the district and communicates that mission within the community.

50.  Directs the annual process to create and recommend the academic calendar involving the appropriate team of teachers, administrators, and parent/community members.

51.  Oversees the Midway Academic Strategic Team.

52.  Performs such other tasks and assumes such other responsibilities as the Superintendent may assign.

 

Supervisory Responsibilities:

Supervise and evaluate the performance of content coordinators, Director of Instructional Technology, Director of Special Education, campus principals assigned by the Superintendent and support staff in the curriculum department.
